Re: McGuinty threatens election call.
Dear Sir/Madam,
The McGuinty government's gutting of Ontario's Endangered Species Act and other environmental legislation no more belongs in the province's budget implementation legislation than Stephen Harper's evisercation of the Canadian Environmental Assessment Act, Fisheries Act and other federal environmental laws belongs in the federal budget implementation legislation, Bill C-38. Budget implementation bills are for the implementation of fiscal measures, not vehicles for governments to bury major legislative changes that they would prefer not receive full parliamentary scrutiny.
